| Full membership | open to regions and cities (local and regional public authorities) | political representation and voting right on strategic issues in General Assembly (financial contribution) |
| Associated membership | open to expert and sector organisations | possibility to actively participate in all joint activities without political representation (minor financial or in-kind contribution) |
| Observer status | open to all kinds of organisations | possibility to take part as observer without further obligations for up to one year |
